Rulvio, an Argossian infiltrator in Atzel's bandit army, has informed me of a secret meeting happening nearby.
It appears as though the covert rendezvous between an ambassador to Thoth-Amon and one of his agents is only lightly protected, as they rely on stealth to hide their activities.
They are two valuable targets and will only reveal themselves when I have eliminated all their guards and sentries.

After a long battle of ambush and counter ambush, I eventually reached the Ambassador to Thoth-Amon while he was meeting with one of his agents.
After cutting down their guards I slaughtered both of them, smearing the ground with their blood. Rulvio offered me a rich reward for their deaths. I can find him on the eastern side of Blood Bridge.
